ანოტაცია

შესავალი: ევროკავშირის გაფართოების პოლიტიკა ტრადიციულად ეფუძნება პოლიტიკურ პირობითობას, რომლის მეშვეობითაც კანდიდატ ქვეყნებში რეფორმების განხორციელების წახალისება ხდება. თუმცა, გაწევრიანების პროცესების გახანგრძლივებამ და პოლიტიკური პირობითობის ეფექტიანობის შემცირებამ გაზარდა ინტერესი ეტაპობრივი ინტეგრაციის, როგორც დამატებითი მიდგომის, მიმართ. მიუხედავად იმისა, რომ ევროკავშირის კვლევითი და საგანმანათლებლო პროგრამები გაწევრიანებამდე ხელს უწყობს ინსტიტუციურ თანამშრომლობასა და პროფესიული კავშირების განვითარებას, მათი წვლილი ეტაპობრივ ინტეგრაციაში ევროკავშირის გაფართოების სტრატეგიულ ჩარჩოში არასაკმარისად არის აღიარებული. მეთოდები: კვლევა ეფუძნება დოკუმენტების სტრუქტურირებულ თვისებრივ ანალიზს. გაანალიზდა ევროკომისიის ხუთი სტრატეგიული დოკუმენტი: ევროკავშირის გაფართოების პოლიტიკის 2022–2025 წლების ყოველწლიური კომუნიკაციები და 2024 წლის კომუნიკაცია გაფართოებამდელი რეფორმების შესახებ. დოკუმენტები შეფასდა ოთხი ძირითადი მიმართულებით: პოლიტიკური პირობითობა, ეტაპობრივი ინტეგრაცია, საბაზრო და მარეგულირებელი ინტეგრაცია და ცოდნაზე დაფუძნებული ინტეგრაცია. განსაკუთრებული ყურადღება დაეთმო პროგრამების Horizon Europe, Erasmus+ და Jean Monnet Actions სტრატეგიულ ადგილს ევროკომისიის გაფართოების პოლიტიკაში. შედეგები: კვლევამ გამოავლინა კვლევითი და საგანმანათლებლო პროგრამების სტრატეგიული აღიარების ცვლილება. 2022 წელს ევროკომისია ევროკავშირის პროგრამებში, მათ შორის კვლევისა და განათლების მიმართულებით, მონაწილეობას პირდაპირ განიხილავდა ინტეგრაციის დაჩქარების მექანიზმად. 2023 წლიდან ეტაპობრივი ინტეგრაცია სულ უფრო მეტად დაუკავშირდა ერთიან ბაზარზე წვდომას, მარეგულირებელ ჰარმონიზაციასა და ცალკეულ სექტორებში თანამშრომლობას. მიუხედავად იმისა, რომ ევროკავშირის გაფართოების პროცესში მონაწილე ათივე ქვეყანა ასოცირებული ქვეყნის სტატუსით მონაწილეობს Horizon Europe-ში, 2022 წლის შემდეგ ეს პროგრამა კომუნიკაციების ძირითად ტექსტებში პირდაპირ აღარ მოიხსენიება. Erasmus+ კი ძირითადად წარმოდგენილია როგორც ადამიანებს შორის კონტაქტებისა და გაცვლების ხელშემწყობი პროგრამა და არა როგორც ინტეგრაციის სტრატეგიული ინსტრუმენტი. აღნიშნული ტენდენცია მიუთითებს ევროკავშირის გაფართოების სტრატეგიულ ჩარჩოში ცოდნაზე დაფუძნებული ინტეგრაციის მნიშვნელობის არასაკმარის წარმოჩენაზე. დასკვნა: ევროკავშირის კვლევითი და საგანმანათლებლო პროგრამები გაწევრიანებამდელი ინტეგრაციის მნიშვნელოვან, თუმცა არასათანადოდ აღიარებულ მიმართულებას წარმოადგენს. მათი მეშვეობით განვითარებული ინსტიტუციური თანამშრომლობა, პროფესიული ქსელები და საერთო ევროპული ნორმებისა და პრაქტიკის ათვისება შეიძლება ავსებდეს პოლიტიკური პირობითობისა და ბაზარზე ორიენტირებული ინტეგრაციის მექანიზმებს. ცოდნაზე დაფუძნებული ინტეგრაციის მკაფიო ჩართვა ევროკავშირის ეტაპობრივი ინტეგრაციის სტრატეგიულ ჩარჩოში ხელს შეუწყობს არსებული თანამშრომლობის გაძლიერებას და კვლევასა და განათლებაში განხორციელებული ინვესტიციების სტრატეგიული ღირებულების ზრდას მნიშვნელოვანი დამატებითი ფინანსური რესურსების საჭიროების გარეშე.
