ანოტაცია

შესავალი: დაავადებათა პრევენცია თანამედროვე ჯანდაცვის სისტემებში მოსახლეობის ჯანმრთელობის გაუმჯობესებისა და დაავადებებით გამოწვეული ფინანსური ტვირთის შემცირების მნიშვნელოვან მექანიზმად განიხილება. მიუხედავად ამისა, კერძო ჯანმრთელობის დაზღვევა ხშირად მოკლევადიან ფინანსურ შედეგებსა და უკვე წარმოშობილი სამედიცინო ხარჯების ანაზღაურებაზეა ორიენტირებული, მაშინ როდესაც პრევენციული ინვესტიციების სარგებელი ძირითადად საშუალო და გრძელვადიან პერიოდში ვლინდება. ნარატიული მიმოხილვის მიზანი იყო კერძო ჯანმრთელობის დაზღვევის მიერ დაავადებათა პრევენციის მხარდაჭერის ეკონომიკური და ინსტიტუციური საფუძვლების, არსებული სტიმულების, განხორციელების მექანიზმებისა და ძირითადი ბარიერების გაანალიზება საერთაშორისო გამოცდილებისა და საქართველოს კონტექსტის გათვალისწინებით. მეთოდოლოგია: სამეცნიერო ლიტერატურა მოძიებულ იქნა PubMed/MEDLINE-ის, Scopus-ის, Web of Science-ისა და Google Scholar-ის მონაცემთა ბაზებში. დამატებით განხილულ იქნა საერთაშორისო ორგანიზაციებისა და საქართველოს შესაბამისი უწყებების ანგარიშები და პოლიტიკის დოკუმენტები. შედეგები: მიმოხილვამ აჩვენა, რომ კერძო მზღვეველთა პრევენციულ სტიმულებს ზღუდავს მოკლევადიანი კონტრაქტები, დაზღვეულთა კომპანიებს შორის გადაადგილება, მონაცემთა ფრაგმენტაცია, პროვაიდერებთან არასაკმარისი კოორდინაცია და პროგრამების ფინანსური შედეგების გაზომვის სირთულე. ეფექტიან მექანიზმებად გამოიკვეთა პრევენციული მომსახურებების დაფარვა თანაგადახდის გარეშე, ღირებულებაზე დაფუძნებული დაზღვევა, ქრონიკული დაავადებების მართვა, რისკის კორექტირება, ციფრული მონიტორინგი და მიზნობრივი ქცევითი სტიმულები. დასკვნა: საქართველოსთვის მიზანშეწონილია პრევენციული მომსახურებების მინიმალური პაკეტის განსაზღვრა, მონაცემთა ინტეგრაციის გაუმჯობესება, გრძელვადიანი სადაზღვევო სტიმულების განვითარება და პრევენციული პროგრამების შედეგების სისტემატური შეფასება.
